The Association has been established with the addition of 6/A Article which was added in February 6, 2014 to the Law No. 5651 on the Regulation of Publications on the Internet and Combating Crimes Committed by Means of Such Publication and "with the purpose of ensuring the implementation of the access blocking decisions beyond the scope of Article 8 of this law."
The Association which is headquartered in Ankara, has private-law legal entity. Its main duty is to transmitting access blocking decisions that are not covered by Article 8 of Law No. 5651 to the access providers and implementing through providing coordination.
The necessity of membership of all internet service providers authorized under the Law on Electronic Communications Law No. 5809 and other operators providing internet access service to the Association, whose working principles and procedures are determined by the regulation of the Association, is regulated by Law No. 5651. The management of the Union, which is envisaged to be formed from these members, is also carried out by the General Assembly and the Board of Directors established by again these managers.
